California stands at a crossroads. Our state is both the most innovative place on Earth and one of the most challenging for families, workers, and businesses trying to build a future here. Costs are too high, opportunities too unevenly distributed, and faith in government too often stretched thin. As your next Lieutenant Governor, I will bring practical, forward-looking leadership that puts people first; not partisan extremes, not political ambition, but real solutions for Californians.
Below is my comprehensive platform: a vision rooted in common sense, compassion, and opportunity.

The Role of the Lieutenant Governor
Too often, the office has been treated as a symbolic stepping stone to higher office. I see it differently.
As Lieutenant Governor, I will:
- Act as California’s ambassador for trade, business development, and tourism – bringing new investment into our state.
- Serve as an active member of the UC Regents and CSU Trustees, fighting for affordability and student success.
- Use my role on the State Lands Commission to promote offshore wind and clean energy development.
Public Safety & Justice
Safe communities require trust, accountability, and balance.
- Justice Reform
Shift focus from nonviolent offenses toward violent crime, while investing in rehabilitation and reentry programs that reduce recidivism. - Community Policing
Expand grants for police training in de-escalation and mental health crisis response. - Gun Safety
Strengthen background checks and enforce “red flag” laws to keep firearms out of dangerous hands while respecting responsible ownership.
Affordable Housing & Homelessness
California’s housing crisis is choking our economy and straining our communities.
- Streamlined Permitting
I will launch a one-stop fast-track approval process for affordable housing projects, cutting red tape and curbing frivolous lawsuits that delay construction. - Housing Near Transit
By expanding density bonuses for housing within one mile of major transit corridors, we can build where it makes sense; near jobs, schools, and trains. - Rental Affordability & Protection
Tenants deserve fairness. I will expand the California Renter’s Tax Credit and strengthen anti-eviction protections against predatory landlords. - Ending Homelessness
California must pair compassion with accountability. My plan:- Build 20,000 new permanent supportive housing units by 2030.
- Expand Project Homekey to convert unused motels and offices into long-term housing.
- Scale up wraparound services for addiction recovery, job placement, and mental health treatment, addressing root causes, not just symptoms.
Climate, Energy & Infrastructure
California must lead the world in combating climate change, while protecting jobs and keeping energy reliable.
- Clean Energy Transition
I support our 100% clean electricity by 2045 target and will accelerate solar, wind, and offshore wind by 50% by 2035. This means jobs, lower emissions, and a healthier state. - Electric Vehicles (EVs)
By 2030, all new state vehicles should be electric. I’ll expand EV tax credits for middle-class families, not just luxury buyers. - Water Security
Drought is not a “future” problem, it’s here now. I’ll fund desalination plants, expand water recycling, and repair outdated water infrastructure. - Wildfire Prevention
More resources will go into vegetation management, undergrounding utility lines, and scaling up the California Climate Corps for fire prevention and community resilience.
Agriculture & Rural California
California’s farms feed the world, but rural communities too often feel left behind.
- Farmworker Protections
Enforce fair overtime pay and safety standards, while helping farms adopt mechanization and new technologies. - Rural Broadband
Connect 98% of Californians to high-speed internet by 2030. - Sustainable Agriculture
Provide tax credits and low-interest loans for farmers transitioning to regenerative practices.
Economic Growth & Business Climate
California is the fifth-largest economy in the world. To stay there, we must unleash innovation while supporting small businesses and workers.
- Tourism & Entertainment
California is the global creative capital. I will expand the Film & TV Tax Credit and extend it to video game and digital media production, keeping jobs here and strengthening our cultural edge. - Small Business Incentives
Introduce a California Small Business Hiring Credit of up to $5,000 per new employee for firms with under 100 workers. - Innovation Zones
Launch California Innovation Zones that provide tax credits for AI, biotech, and clean tech startups, especially in the Inland Empire and Central Valley, spreading opportunity beyond Silicon Valley. - Regulatory Reform
Too many small businesses drown in paperwork. I will simplify licensing for low-risk professions, move more processes online, and require biennial reviews to eliminate outdated rules.
Education & Workforce Development
California has long been the home of world-class universities, but our K-12 and workforce pipelines need modernization to meet the demands of today’s economy.
- Universal Pre-K & Early Childhood Education
Every child deserves a strong start. I will ensure universal transitional kindergarten is available for all four-year-olds by 2028, blending state investment with targeted public-private partnerships. Expanding early childhood education is not just social policy, it’s economic policy, proven to boost long-term learning outcomes and reduce inequities. - Teacher Recruitment & Retention
Our teachers are the backbone of education, yet too many leave the profession due to low pay, burnout, or crushing student loan debt. I will establish a California Teacher Fellowship Program that offers student-loan forgiveness to teachers who serve 5+ years in high-need districts. This keeps talent where it’s needed most. - Career & Technical Training
Not every student wants or needs a four-year degree. By 2030, I will require every high school to offer career pathways programs in the trades, clean energy, healthcare, and tech; aiming for 200,000 new vocational slots. Whether it’s solar panel installation, nursing, or coding, students should graduate with real, employable skills. - Higher Education Affordability
College is slipping out of reach for too many families. I will freeze tuition increases at UC and CSU schools for five years, while expanding Cal Grants and doubling the Middle Class Scholarship Program. Affordability must be the rule, not the exception.
Democracy & Civic Engagement
Democracy only works when people trust it.

Expand civics and financial literacy programs in schools to build engaged, informed citizens. - Voting Access
Protect vote-by-mail, expand ballot drop boxes, and guarantee early voting in every county. - Transparency
Require quarterly public reports from all statewide elected officials, including the Lieutenant Governor, on travel, meetings, and expenditures.
Healthcare & Mental Health
Healthcare is a human right, and California must lead in protecting and expanding access.
- Protect & Expand Covered California
I will strengthen Covered California to ensure every resident has affordable access, with subsidies for families earning up to 600% of the federal poverty line. - Prescription Drug Cost Controls
Families shouldn’t choose between medicine and groceries. I will cap insulin at $35/month and push bulk-purchasing of lifesaving drugs through a California Prescription Collective, leveraging the power of our 39 million residents. - Mental Health Access
We are in a youth mental health crisis. I will expand school-based counselors to achieve a 1 counselor per 250 student ratio statewide, ensuring help is available where kids spend most of their time. - Rural & Underserved Areas
Healthcare deserts persist in too many communities. I will offer tax credits to providers opening clinics in underserved areas, while expanding telehealth infrastructure to ensure rural Californians aren’t left behind.
High-Speed Rail: Accountability, Not Empty Promises
California’s High-Speed Rail project was launched with the promise of connecting our great cities, reducing traffic and emissions, and modernizing our infrastructure for the future. More than a decade later, billions of taxpayer dollars have been spent, and yet ordinary Californians have little to show for it. The vision of a seamless, statewide rail system has been mired in delays, cost overruns, and shifting priorities.
As Lieutenant Governor, I will not allow this to continue unchecked. Californians deserve transparency, accountability, and a smart path forward. Here’s my plan:
- Business-Minded Approach
A smart business asks: what is the return on investment? As a moderate Democrat, I believe in bold infrastructure, but not at any cost. My commitment is to protect taxpayers, prioritize sections that deliver value quickly, and ensure every dollar spent leads to real results for Californians. - Independent Audit of High-Speed Rail
Within my first year, I will push for a top-to-bottom independent financial and management audit of the California High-Speed Rail Authority. Taxpayers have a right to know where every dollar has gone, why deadlines have been missed, and what realistic options exist for completing, or reshaping, the project. - Focus on Deliverables, Not Press Releases
No more endless press conferences or political promises without results. The priority must be to complete tangible sections of track that actually serve commuters, particularly in the Central Valley where construction is underway. Californians should see real progress before a single additional contract is signed. - Public-Private Partnerships
Instead of relying solely on Sacramento’s bureaucracy, I will push to open the door for carefully structured public-private partnerships. By bringing in private-sector expertise and accountability, we can finish projects on time and on budget while protecting taxpayers from runaway costs. - Regional Transit Integration
High-speed rail should not exist in isolation. If it moves forward, it must connect seamlessly to regional transit systems: BART, MetroLink, LA Metro, and others. That way, we get the biggest impact: faster commutes, fewer cars on freeways, and less pollution.

Demand an independent review of California High-Speed Rail to ensure taxpayer money is spent wisely. - Public Transit Expansion
Double state matching funds for regional rail and bus projects, with a focus on zero-emission fleets. - Fix First Policy
